La politica invadente

La Giunta Regionale del Piemonte ha deliberato alcune decisioni sulla variazione dei criteri per il conferimento degli incarichi di Direttore del ruolo della Giunta Regionale.
In particolare Cota e i suoi hanno deciso, a bandi già indetti, di variare due commi che prevedevano delle clausole ostative di diverso tipo.
Nel primo si impediva di candidarsi a chi fosse stato licenziato o fosse decaduto – in tutti i casi – o che avesse presentato regolari dimissioni o fosse in pensione da Regione o altre pubbliche amministrazioni da meno di cinque anni.
Nel secondo il divieto riguardava chi, estraneo all’amministrazione regionale, ricoprisse o avesse ricoperto cariche pubbliche elettive, in partiti politici o in sindacati o avesse svolto questi incarichi nel biennio precedente.


La variazione decisa in Giunta ha modificato in senso meno restrittivo entrambi i commi, garantendo la possibilità di partecipare alla selezione ed essere eventualmente scelti per l’incarico di Direttore a chi si sia volontariamente dimesso o sia in pensione e continuando invece ad escludere i decaduti e i licenziati e permettendo a chi abbia ricoperto o ricopra cariche politiche, partitiche o sindacali la candidabilità alle Direzioni Regionali, escluse quelle che presiedono strutture che si occupano di gestione del personale.
Il PD si è molto lamentato per questo tipo di modifiche, parlando di pressapochismo a proposito del fatto che il bando per le assunzioni dei Direttori sia stato prima pubblicato, e poi magicamente ritirato per poter apporre le modifiche che allargano la rosa dei candidati. E ha inoltre messo in discussione la volontà della Giunta, parlando di facilitazioni per l’ingresso di persone di fiducia all’interno delle Dirigenze regionali.
Condividendo in parte la critica del centro-sinistra alla Giunta Cota (con qualche perplessità sull’immacolato pulpito da cui viene la predica…), noi del MoVimento 5 stelle saremmo ben felici di poter constatare una gestione dell’istituzione così trasparente da non dover prevedere restrizioni di sorta, relativamente alla possibilità di partecipazione ai bandi per l’assunzione delle dirigenze. Ma questo potrebbe accadere solamente in un paese in cui le scelte politiche non fossero assunte, ormai da decenni, in base a esigenze di partito, di lobby o di singoli soggetti, ma tramite la più ampia partecipazione dei cittadini, scopo che – ricordiamo – ci poniamo come ispiratore di ogni nostro programma.
In una situazione in cui, invece, ci accorgiamo ogni giorno e ad ogni livello, di favoritismi e di gestioni utilitaristiche quando non familiaristiche della Cosa Pubblica, auspicheremmo una divisione molto netta tra le scelte politiche e le azioni amministrative e tecniche dei Direttori che operano nei vari settori della Regione. In quest’ottica l’obiettivo dovrebbe essere quello di spezzare la contiguità tra amministratori e amministrativi, favorendo un salubre turnover dirigenziale che possa fisiologicamente riportare l’istituzione in mano a chi persegue il bene comune.

Credo che siano giustamente restrittive proprio in virtù del pluralismo democratico. Succede sempre, però, che queste norme vengano disattese, con la scusante che non ci sono le risorse valide per ricoprire tutti i ruoli disponibili e, pertanto, giocoforza ci si deve avvalere guarda caso sempre degli stessi o di coloro che potrebbero entrare in conflitto. Succede nel silenzio di tutti, perché tutti hanno interessi reciproci di convenienza nello stare zitti. Stando zitti tra loro, stringono un patto di fratellanza (massonica? mafiosa?) controllandosi vicendevolmente. Ma poi arrivate voi (arriviamo noi) che zitti non si starà, anzi, magari denunceremo pure e renderemo note tutte le pieghe e le ombre, in rete, alla luce del sole. E questi, che hanno paura della luce, si premuniscono, modificano i regolamenti, in modo da non contravvenire le norme. Succede da sempre. Sono muri di gomma che cercano di assorbire ogni urto, ammortizzare ogni buca, ma si renderanno conto che non possono arginare quello che è uno tsunami con questi muretti di sabbia fatti con le formine dei bambini. Continuiamo così!

Ritengo la cosa molto importante, perché ci offre un suggerimento per un altro punto dove bisogna attivare la nostra attenzione: se si preoccupano di modificare il regolamento, è perché sono interessati a qualcosa (o, meglio, a qualcuno). Bisogna che ci informiamo, sia per le cariche in essere e, soprattutto, per quelle che varieranno e per le nuove nomine, chi sono le persone nominate, di chi sono parenti e amici, a chi hanno fatto favori e che tipo di favori. E’ faticoso, scomodo per molti che faranno ostruzionismo di tutti i tipi, iniziando dallo screditare e dal denigrare chi cerca la verità.
    Una parte può essere ottenuta facendo valere la carica che avete, per venire a conoscenza dei documenti e delle informazioni che ci interessano. Credo l’unica realmente e correttamente ottenibile.
    Per le altre, sarebbe necessario un lavoro di ‘intelligence’ che potrebbe essere raggiunto con la collaborazione di tutti quelli che sanno qualcosa. E’ vero, purtroppo, che scrivere rende ufficiali le affermazioni e nessuno è disposto a sottoscriverle con il proprio vero nome (si potrebbe perdere il lavoro, le commesse, ecc.). Se il nome è uno pseudonimo, si apre la strada alle denunce apocrife, magari false e tendenziose.

Mi sento molto coinvolto dal tuo commento, Fabrizio, perchè secondo me esprime ciò che dev’essere la nostra stella polare: coinvolgere le persone volenterose nelle nostre attività, sia nelle denunce sia nelle proposte.
